Adams Avenue North Concept Plan
In 2002, Metro Ordinance 02-986A added 33 acres north of Tualatin-Sherwood Road to the regional urban growth boundary (UGB). Metro’s primary purpose was to allow for development of a road connection (Adams Avenue) between 99W and SW Tualatin Sherwood Road. Before a road can be constructed however, the area must be concept planned (identify what the zoning should be and generally how the area should develop) and the road designed.
The City contracted with HHPR to assist in the concept planning and road design for this project. City Council adopted the Concept Plan through Ordinance 2009-009. The City Council then passed Resolution 2009-64, which placed the North Adams Area (PGE Annexation) on the November 2009 ballot for voter approval. The voters approved of the annexation and the area has been incorporated into the city. The North Adams Area is zoned primarily Light Industrial with a portion of the area along 99W-zoned Office Commercial.
The City's 2005 Transportation System Plan (TSP) identifies a new collector street through portions of land identified in the Metro Ordinance. The TSP identifies this project as “Adams Avenue, Tualatin-Sherwood Road to Home Depot” (Table 8-11, City Street Projects, ID 2). This portion of Adams Avenue will complete a direct connection between 99W and Old Town, an area where significant urban renewal investment has occurred and is planned.
